GENERAL SUPERINTENDENT
DEPARTMENT OF STREETS & SANITATION
Bureau of Traffic Services
Number of Positions: 1
Starting Salary: up to $120,276.00
Plan, develop and implement programs and procedures to improve the effectiveness and efficiency of towing, dispatch, abandoned auto, auto pound and special traffic services operations and personnel.
ESSENTIAL DUTIES:
- Prioritizes bureau operations, reviews them regularly, offers rmendations and implements changes to
- Visit auto pound locations, employee worksites and bureau offices to monitor and discuss employee activities,
and ensurepliance with bureau, department and city rules, regulations, and procedures
- Review and coordinate the activities and performance of section managers
- Act as a city liaison with contractors and/or other City departments/agencies to coordinate all bureau services
- Review and update employee procedural manuals for bureau sections
- Work with IT personnel to enhance efficiency and develop technology for tracking services, equipment and
recording activities
- Prepare employee work, vacation, and overtime schedules
- Interpret and implement state law and municipal ordinance related to the towing and impoundment of vehicles
- Respond to correspondences and telephone inquiries related to bureau operations
- Assist the department with developing RFP’s and contract language for required services
- Oversees the abandoned auto, special traffic services, auto pound and towing programs and issues employee
discipline when necessary
- Determines appropriate methods and allocation of personnel for bureau operations
- Directs the training of bureau staff
- Participates in the planning and development of bureau objectives and program goals designed to improve
operational efficiencies in the delivery of services
- Develops new and revised policies and procedures and oversees field supervisors to ensure their effective implementation
- Monitors and assesses field operations and prepares reports using an Employee Productivity Database to evaluate the
efficiency of programs and productivity
- Participates in the development of the bureau’s annual operating budget
- Enforces city, department and bureau policies and procedures through progressive employee discipline
- Oversees the fair distribution of overtime for bureau employees
- Meets with the towing contractor to coordinate an efficient response to daily towing needs, emergencies, and special events
- Directs staff and equipment as needed in response to events and/or emergencies
- Directs the snow and ice removal operations at the direction of central snowmand
- Works with supervisors to monitor and coordinate daily work activities, City events, and/or emergency situations and to ensure
priorities are established and objectives are met
- Represents the department atmunity meetings, meets with public officials andmunity groups to proe information
on the department’s programs
- Operates an assigned vehicle to survey areas for City services/needs and assists in preparing an appropriate response
- Prepares and delivers management reports for department programs and operations

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE.
QualificationsMinimum Qualifications
Nine years of Operations experience related to Vehicle Towing/Impoundment or Property Inventory and Control, Crowd and Traffic Control for large public events, Weather and Public Safety related events, of which four years are in a supervisory role related to the responsibilities of the position. Possession of a va State of Illinois driver’s license is required.
