The General Counsel seeks a Deputy General Counsel (DGC) for Policy and Regulatory matters to oversee DCAS’ regulatory and policy portfolio. Reporting into the General Counsel with wide latitude for independent judgement and growth, the DGC will monitor regulatory developments and interpret legislation that affect the agency’s operations and workforce, and guiding agency policy development. The DGC will advise on agency policies and best practices.
Reporting to the General Counsel, the Deputy General Counsel (DGC) serves as a key strategic leader, providing senior legal oversight of the agency’s policy development and regulatory functions. The DGC plays a central role to advance agency and citywide policy initiatives, ensuring regulatory compliance, and advising on complex legal and policy matters impacting agency operations.
Key Responsibilities
- Track, analyze, and summarize relevant federal, state, and local legislation or regulatory developments that may impact DCAS’ operations, programs, or workforce.
- Regularly provide briefings and written updates to the General Counsel and agency leadership on potential impacts and recommended responses.
- Develop and oversee strategies to ensure DCAS compliance with laws, rules, and regulatory requirements, coordinating as needed with operational units to implement compliance plans and monitor adherence.
- Lead the review and revision of internal policies and procedures to ensure consistency and alignment with legal requirements and best practices.
- Design and operationalize a scalable plan for tracking and managing internal policies.
- Develop short‑term and long‑term solutions for complex issues that have legal, ethical, and political implications.
- Serve as the DCAS FOIL Appeals Officer and provide legal guidance on records access determinations, appeals, as well as compliance with public records laws and the City’s privacy laws.
- Oversee the daily operations of a small team of professionals.
- Handle any other duties or matters as needed.
Qualifications
Admission to the New York State Bar; and four years of recent full‑time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
