Project Engineer – Paving Division
Location: Hartford, CT
Schedule: Full-Time

We are seeking a high-performing Project Engineer who wants more than a job—someone motivated to learn the business, take responsibility early, and grow into a leadership role within our Paving Division.
The Opportunity
As a Project Engineer at Waters Construction, you will play a key role in the execution of complex Connecticut DOT Pavement preservation projects across Connecticut. This position offers hands-on exposure to both field operations and project controls, providing a strong foundation for advancement into Project Management or Operations leadership.

Key Responsibilities:
Manage daily project documentation, including logs, submittals, and reporting to keep work compliant and on schedule
Track production, quantities, and costs, contributing to accurate weekly cost-to-revenue reporting
Support project scheduling and resource planning, including labor, equipment, and materials
Coordinate with field teams, subcontractors, DOT representatives, and project owners to ensure alignment and timely payment
Review plans, specifications, and CT DOT requirements to support quality execution
Spend time both in the field and the office, gaining a complete understanding of how successful projects are built
What We’re Looking For
Technical & Professional Qualifications
Bachelor’s degree in Civil Engineering or related field (or equivalent experience)
3-5 years of experience in heavy civil or paving construction preferred
Working knowledge of CT DOT specifications
Ability to read and interpret construction plans and specifications
Experience in Microsoft Project or Primavera scheduling software.
Experience with Bluebeam, HCSS products, or similar construction software
